After Frederick philanthropist Joseph Dill Baker died in 1938, his friends decided that a carillon in Baker Park (which he had donated to the city) would be a suitable monument.  Public subscriptions raised the funds to pay for the tower and 14 bells cast by the Meneely Bell Foundry in Watervliet, New York.  These were dedicated on November 30, 1941.

Nine Eijsbouts bells were added and the resulting carillon was dedicated in June 4, 1967.

Three Petit and Fritsen bells were added and dedicated on September 10, 1995 with a concert by John Widmann.
