The idea for a carillon to celebrate the new millennium was first broached in 1998 with an estimated cost of $1 million.  The Millennium Carillon Foundation was established in August 1998 to raise funds and construct the tower for the bells.

The cost grew to $6.5 million, Margaret and Harold Moser donated $1 million and the bell tower was named after them.  A 72-bell Eijsbouts carillon was dedicated on Thursday, June 29, 2000 with a recital performed by Wylie Crawford and James Fackenthal.
